Full Journal pdf2008-03-04 House Journal Page 2166 HB 310 The following, which was advanced to third reading from the March 3, 2008, calendar (page 2149), was read the third time: CS FOR HOUSE BILL NO. 310(FIN) "An Act making appropriations for the operating and loan program expenses of state government, for certain programs, and to capitalize funds; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska; and providing for an effective date." Representative Chenault moved and asked unanimous consent that CSHB 310(FIN) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. The Speaker stated that, without objection, CSHB 310(FIN) would be returned to second reading for all amendments. Amendment No. 1 was offered by Representatives Kelly and Chenault: Page 59, following line 26: Insert a new subsection to read: "(c) The sum of $523,000 is appropriated from the general fund to the Department of Natural Resources, resources development allocation, for the petroleum systems integrity office for the fiscal year ending June 30, 2009." Representative Chenault moved and asked unanimous consent that Amendment No. 1 be adopted. Amendment No. 6 was offered by Representatives Doogan, Gara, and Gardner: Page 74, following line 5: Insert a new subsection to read: "(d) the sum of $3,600,000,000 is appropriated from the general fund to the budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska)." Reletter the following subsection accordingly. Page 74, line 18, following "10(a)": Insert ", 27(d)" Representative Doogan moved and asked unanimous consent that Amendment No. 6 be adopted. Representative Chenault objected. The question being: "Shall Amendment No. 6 be adopted?" Representative Samuels moved that the appropriations in Section 27 from the constitutional budget reserve fund (Article IX, Section 17(c), Constitution of the State of Alaska) be adopted. The question being: "Shall the House adopt the appropriations in Section 27 from the constitutional budget reserve fund (Article IX, Section 17(c), Constitution of the State of Alaska)?"
